Fefe has kindly pointed out that in the Bavarian Constitution, the fear of God as the first target the (public?) Education is committed. But not alone there. The fear of God actually found in three other state constitutions as a primary educational goal: Baden-Wuerttemberg, North Rhine-Westphalia and Rhineland-Palatinate.
